Malcom Collier - US Army veteran, retired LAPD, CEO of Retired LE Consultants

Malcom retired as a Supervisor after 26 years with the Los Angeles Police Department. He is a subject matter expert and instructor specializing in active shooter response, workplace violence prevention, and campus violence awareness and prevention.

He spent 12 years in the Counter Terrorism Special Operations Bureau, with his last assignment as the Training Sergeant there. He completed a tours as a Gang Sergeant and as a Vice Sergeant. He was an instructor in many law enforcement disciplines including terrorism and active shooter response, firearms, and self-defense.

A graduate of The Citadel with a Master’s in Organizational Leadership, and former US Army Ranger, his areas of expertise include emergency operations planning, counterterrorism, active shooter response, risk management, administrative investigations, law enforcement procedures, and the incident command system.

Mark Griffin - US Army Special Forces veteran, LAPD Lieutenant

Mark is a 28-year law enforcement veteran with the Los Angeles Police Department with more than eleven years as a supervisor in high-profile, critical assignments. He has extensive experience in the off-duty officer (ODO) private security industry having worked in the fields of executive protection, private investigations, event security, and security consulting for more than twenty years.

Mark is currently assigned as an officer-in-charge of a bureau-level vice coordination unit. His previous assignments have included Training Division, Emergency Operations Division, and Metropolitan Division (Metro).

He has personally delivered instruction to hundreds of in-service and recruit officers in the fields of Firearms, Tactics, Weapons of Mass Destruction, and Crowd Management/Control. In addition, his duties included Dignitary Protection, Special Events Planning, and the Multi Assault Counter Terrorism Assault Capabilities (MACTAC) Active Shooter Response Cadre.

Mark retired from the United States Army as a Chief Warrant Officer where he served as an Assistant-Detachment Commander for a Special Forces Operational Detachment-Alpha. He deployed for Operation Enduring Freedom to Afghanistan and has served in multiple overseas theatres conducting Foreign Internal Defense and Counterinsurgency Missions.

Doug Woodhams -USMC, Santa Monica PD SWAT

Doug is currently a sergeant with the Santa Monica Police Department. He has 20 years’ experience as a peace officer, having served assignments with SWAT, the Joint Terrorism Task Force, and as a team leader for the Crisis Negotiations Team among others. He has been the tactical commander or incident commander for numerous complex critical incidents, and was one of the first responders involved with resolving the Santa Monica College mass shooting in 2013.

Additionally, Doug is a colonel serving in the U.S. Marine Corps Reserve, with 29 cumulative years of service including active duty. He has extensive experience with command and operational planning, and numerous overseas deployments including combat tours in Iraq and Afghanistan.

Doug is a subject matter expert and instructor specializing in designing and delivering training related to emergency response planning, workplace violence awareness and prevention, campus violence awareness, and active shooter response. He has hundreds of hours of experience instructing both first responders and civilians in emergency and crisis response, and terrorism and active shooter response.

Doug’s areas of expertise include emergency operations planning, risk assessment and management, curriculum design and delivery, terrorism and active shooter response, law enforcement procedures, law enforcement special operations, and the incident command system. 

Bob Brown – Marine Corps veteran, retired LAPD, now a reserve

Mr Brown served with the Los Angeles Police Department for 30 years, working the majority of his time in the Counter Terrorism Special Operations Bureau as an operator, before being promoted to the primary firearms instructor. He was responsible for advanced pistol, shotgun, and rifle training for CTSOB as well as the in-service training of over 6000 LAPD officers a year.

He is the owner and primary instructor at High Ground Ranch, a private shooting club in Corona, CA.

Joe Diaz - USMC veteran, retired LAPD Officer now working as a reserve

Joe retired from the Los Angeles Police Department with over 28 years of experience. He served with the Marine Corps for 13 years repairing weapons and instructing Close Quarters Battle. He is a department certified firearms instructor and NRA certified handgun instructor. He was assigned to the Counter Terrorism Special Operations Bureau for the last 25 years where Joe remains a Reserve Officer assigned to the Training Unit where his duties include patrol functions, firearms and tactics instruction.

He is experienced in VIP/Dignitary Protection, Search Warrant Tactics, Crowd Control Tactics and Plain Clothes operations. He has an extensive background in teaching law enforcement, military, and civilian personnel, including notable Hollywood actors.

Mary Davis - active duty LAPD Officer

Mary has been with the Los Angeles Police Department for over 33 years. She is a department certified firearms instructor and state certified Emergency Medical Technician.

She has been assigned to the Counter Terrorism Special Operations Bureau for the last 28 years. After 15 years serving as an Element Team Leader, Mary now is assigned to the Training Unit. Her duties include patrol functions, firearms and tactics instruction.

She is experienced in VIP/Dignitary protection, Search Warrant Tactics, Crowd Control Tactics, and Plain Clothes operations. She has an extensive background in teaching law enforcement, military and civilian personnel.

May and Joe are the primary instructors for Code 4 Shooting Solutions on their private shooting range.

Jim MacLean - Retired Law Enforcement

Jim served in the Coral Springs Police Department as a Detective in the Threat Management Unit. He founded this unit after his response to one of the Nation’s deadliest school shootings in Parkland, Florida. In 2018, Jim was selected to serve on a multijurisdictional round table discussion on active shooter prevention with the President of the United States.

Jim has more than fifteen years of training and experience in active shooter and active assailant response. In addition, Mr. MacLean has received formal training in Threat Assessments and Tactical Emergency Medicine and possesses a state certification in Crisis Intervention.

 Mr. MacLean was also a certified instructor at the Rhode Island Municipal Police Training Academy.

JD McDonald - USMC veteran, retired LAPD

JD is a 32-year veteran with the Los Angeles Police Department with more than 20 years in specialized high-risk assignments that included, Metropolitan Division, SWAT, and K9. JD was an Officer Rapid Deployment (ORD) tactics instructor which was established after the tragic school shooting in Columbine, CO, as well as a certified handgun, rifle, and shotgun instructor.  As a supervisor, JD is a subject matter expert who provides expert insight into various critical incidents involving a multitude of law enforcement agencies nationwide.

Cliff Chu - Active LAPD Officer

Cliff is currently a training officer with the Los Angeles Police Department with more than 25 years of service and experience in specialized high-risk assignments that include, Metropolitan Division, SWAT, K9, and the Active Shooter Training Unit where he is currently assigned and responsible for providing active shooter and active assailant response training in public schools, high-rise buildings, and businesses throughout the Los Angeles Area. 

Cliff’s areas of expertise include emergency operations planning, terrorism, active shooter response, risk management, law enforcement procedures, special operations, and the incident command system.

Mike Larson - Active LAPD Officer

Mike has been with the Los Angeles Police Department for over 20 years. He is currently a training officer assigned to the Counter- Terrorism Special Operations Bureau. Mike’s primary assignment include providing workplace violence training and active assailant response training in public schools, high-rise buildings, and businesses throughout the Los Angeles Area.

Mike Lange - former LAPD officer, retired Pomona PD Sergeant

Mike has close to thirty years of experience in law enforcement. He worked for the Los Angeles Police Department, and then went on to retire as a Sergeant from the Pomona Police Department.  He is currently working part time on cold case files for Pomona PD, and as a background investigator as a licensed private investigator.

During his career, Mike worked as a Patrol Sergeant and as Sergeant Major in charge of a Crime Task Force investigating gangs, narcotics, and human trafficking.  During his career, he was a Detective for Major Crimes, part of an FBI Task force, and a K-9 handler.  He has testified as an expert witness on a multitude of high profile and gang related cases.

Edward Prokop - USMC veteran, US Air Force Reserve, retired LAPD Commander

Mr. Prokop is a consultant specializing in Law Enforcement agency leadership, policy and procedures. His expertise and experience in critical incidents allows him to instruct on emergency response,  management of critical incidents, leadership, and community engagement.

 Mr. Prokop is a retired Los Angeles Police Department (LAPD)Commander with 27 years of distinguished leadership and operational command experience. During his tenure, he commanded a force of 1,400 personnel and served as the Commanding Officer of the Special Operations Group, a unit tasked with delivering tactical capabilities for complex incidents that exceeded the scope of standard police response.

 Following his LAPD career, Mr. Prokop served as Division Chief at the Federal Law Enforcement Training Centers (FLETC) in Glynco, GA. In this capacity, he brought his expertise to federal law enforcement, logging over 1,200 hours of instruction for new and tenured federal agents and law enforcement professionals. As Division Chief, he was also responsible for the strategic oversight, management, and continuous improvement of law enforcement training programs, including their design, development, delivery, evaluation, and enhancement.

 A former USMC commissioned officer, Mr. Prokop currently serves as a reserve federal agent with the United States Air Force Office of Special Investigations (AFOSI). In this role, he has been deployed both domestically and internationally, conducting critical counterterrorism and counterintelligence operations. Mr. Prokop holds dual Bachelor of Arts degrees in Sociology and Criminal Justice from Central Connecticut State University.

Paul Capraro - retired Chief of Police of Pomona PD

Mr Capraro has 30 years of law enforcement experience. He worked his way through the ranks to Chief of Police where he lead 265 employees and managed a budget of over 50 million dollars. During his tenure he obtained funding and built the infrastructure for Body Worn Video for his officers and completed Emergency Preparedness and Local Hazard Mitigation Plans for the city.

To engage with the community, he started the first Victim’s Assistance Program, Youth Services Unit, and  Pastors and Police programs. He initiated a social media program and started Coffee with a Cop in his city.

His former leadership positions included SWAT team leader, supervisor of an FBI Task Force, Training Sergeant, Supervisor for Special Operations and School Resource Officers, and supervisor of the Detective Bureau.

He is currently working on a variety of projects to include Security Assessments and consulting agencies on personnel issues and policy.
